Verkhovna Rada of Ukraine supported the draft State Budget for 2025 in the first reading. Revenues of the general fund of the state budget (without grants and interbudgetary transfers) are planned in the amount of 2 trillion 7 billion hryvnias, which is 411 billion hryvnias more than this year.
Expenditures of the general fund of the state budget are planned in the amount of 3 trillion 644 billion hryvnias, which is 535 billion hryvnias more than this year's figure.
The total resource for national security and defense in 2025 is UAH 2 trillion 223 billion (about 26% of GDP), which is UAH 46 billion more than the 2024 plan, taking into account the changes to the state budget adopted by the Verkhovna Rada of Ukraine.
According to Art. 8 of the draft Law on the State Budget-2025, the minimum salary is set at UAH 8,000. The hourly rate is UAH 48 per hour
According to Art. 7 of the draft Law on the State Budget-2025, the subsistence minimum for the whole year will remain at the level of 2024. Namely, per person per month, it will amount to:
- children under the age of six – UAH 2,563;
- children aged six to 18 – UAH 3,196;
- able-bodied persons – UAH 3,028;
- persons who have lost their ability to work – UAH 2,361.
The Cabinet of Ministers of Ukraine supported the introduction of amendments, which were developed by the Ministry of Reintegration, to Resolutions of the CMU No. 562 of May 7, 2022 and No. 1364 of December 6, 2022.
The introduced changes provide for the improvement of the information system of the list of territories on which hostilities are (were) conducted or temporarily occupied by the Russian Federation.
Thus, foreign banks will be able to correctly determine and apply the status of a specific settlement of Ukraine in which a Ukrainian business entity is located.
The adopted changes will contribute to the unhindered implementation of transactions for export-import operations of business entities located in the front-line territories.
The State Statistics Service of Ukraine has published the List of forms of state statistical observations and financial reporting that can be submitted by respondents in electronic form in 2024-2025 .
As at October 30, 2024, it includes 36 reports (25 statistical and 11 financial).
The State Statistics Service notes that the list of forms will be expanded as they are implemented in electronic form.
In addition, the State Statistics Service published changes to the statistics reporting for 2025. So, the forms were changed for the submission of 75 reports, 2 forms were canceled and the submission of 6 forms of state statistical observations was approved.
In addition, at the meeting on October 15, the Government approved the plan of statistical observations for 2025.
The Cabinet of Ministers of Ukraine expanded the range of potential recipients of preferential lending for the purchase and installation of hybrid power supply systems in private households.
The corresponding changes are provided for by the resolution "On Amendments to the Procedure for Providing Financial State Support to Individuals Who Install Generating Plants That Produce Electricity from Alternative Energy Sources in Their Own Households."

The Cabinet of Ministers of Ukraine supported the introduction of amendments to Resolutions of the CMU No. 975 of December 25, 2013 and No. 168 of February 28, 2022.
They provide that persons who are entitled to one-time monetary assistance due to the death or disappearance of a serviceman or law enforcement officer can receive it from the day when the court's decision to declare this person deceased entered into force. Payments to persons with disabilities of groups I and II are made out of turn.
The act also provides that the three-year period during which there is a right to receive a one-time cash benefit is counted from the date when the court decision declaring the serviceman dead entered into force, and not from the date indicated in the death certificate.
The resolution affects the interests of family members of fallen (deceased) servicemen, conscripts and reservists who are called to training (or inspection) and special meetings or to serve in the military reserve, citizens from among persons with disabilities.
The Cabinet of Ministers of Ukraine adopted amendments to Resolution No. 1340. This will help to deploy a pilot project for the implementation of 5G in the first Ukrainian city, introduce new standards of modern communication technologies and bring Ukrainian legislation closer to EU norms.
The launch of 5G throughout the country is not yet possible due to the state of war, so for two years test use of the equipment will be carried out and the compatibility of 5G networks with military equipment will be checked. This is an important step for the full launch of 5G in Ukraine in the future, as well as one of the points of the telecom development strategy until 2030.
In addition to the implementation of 5G, the resolution foresees the use of the 2100 MHz frequency not only for 3G, but also for other technologies such as 2G or 4G. This will give more flexibility to operators. And the termination of the use of frequencies 694-862 MHz for analog and digital television will free them for mobile communication.
Currently, 5G is already operating in more than 90 countries of the world. The European Union plans to provide all cities and main roads with this technology by 2025. Ukraine is adapting the rules for the allocation of radio frequencies so that they correspond to European norms with the aim of further European integration.
5G technology is 10 times faster than 4G and enables the exchange of huge amounts of information at ultra-high speeds, and is also safe for people. It will make it possible to automate production at factories through various control systems, improve medical technologies through telemedicine, stimulate the development of smart cities through, for example, traffic analysis to reduce traffic jams. 5G facilitates the development of virtual and augmented reality, providing new experiences and perceptions in the process. The development of electronic communications was and remains one of the priorities of the Ministry of Digital Transformation. We are working to improve the quality of Ukrainian communication to a new level even during the war.
The Cabinet of Ministers of Ukraine introduced an export support regime during the period of martial law. It consists in establishing the specifics of carrying out operations on the export of certain types of goods (agricultural products). The Government adopted the relevant resolution on October 29, 2024.
The export security regime will provide for:
- export of goods exclusively by registered value added tax payers;
- establishment of minimum export prices for goods subject to the export security regime. The difference between the invoiced and customs value of the goods must not be negative;
- electronic exchange of information between the National Bank, the State Tax Service and the State Customs Service to track and control compliance by exporters with the requirements of the law;
- features of drawing up a tax invoice and its registration in the Unified Register of Tax Invoices.
The export support regime will apply to products defined by Article 19² of the Law of Ukraine "On Foreign Economic Activity", in particular:
- honey;
- nuts;
- wheat and a mixture of wheat and rye (meslin);
- rye;
- barley;
- oats;
- corn;
- soybeans;
- rape seeds;
- sunflower seeds;
- soybean oil;
- sunflower oil;
- rapeseed oil;
- oilcake.
The resolution will enter into force 30 days after the alignment and adoption of all the necessary subordinate legal acts necessary for the implementation of Law of Ukraine No. 3706-IX of May 9, 2024, as well as after ensuring the possibility of processing the information specified by this Law in the information and communication systems of the central executive bodies.
Thus, general rules are still in force for drawing up export tax invoice for the specified products.
The Verkhovna Rada of Ukraine supported draft laws No. 12151 and No. 12152 on the extension of martial law and general mobilization for 90 days.
Martial law and general mobilization have been extended from November 10, 2024 to February 7, 2025.
The Cabinet of Ministers of Ukraine approved changes to the Order of organization and maintenance of military records. The key innovation is the introduction of electronic information interaction between the Unified State Register of conscripts, liable for military service and reservists and the Unified Information System of the Ministry of Internal Affairs.
This will allow law enforcement officers to quickly obtain data on violators for their further administrative detention and delivery to the nearest territorial staffing and social support center or Security Service of Ukraine bodies. If there is no technical possibility to exchange information, the resolution provides for alternative forms of appeal to the National Police.
The approved changes are aimed at optimizing the staffing of the Defense Forces of Ukraine and special law enforcement agencies. Digitization of interaction between departments should ensure more effective performance of tasks in the field of mobilization training and military accounting.
The document amends Resolution No. 1487 of the Cabinet of Ministers of Ukraine of December 30, 2022 "On Approval of the Procedure for the Organization and Maintenance of Military Records of Conscripts, Liable for Military Service and Reservists".
The Cabinet of Ministers of Ukraine made changes to the Criteria, according to which the degree of risk from economic activity is assessed and the periods of planned inspections of enterprises by the State Inspection is determined.
In particular, new criteria are established in such areas as:
- ensuring chemical safety and management of chemical products;
- prevention and management of waste;
- monitoring, reporting and verification of greenhouse gas emissions;
- handling of genetically modified organisms;
- handling of pesticides and agrochemicals;
- production and utilization of chemical current sources;
- handling ozone-depleting substances and fluorinated greenhouse gases.
Adoption of such changes is necessary for:
- implementation of European integration laws, which have already been approved in Ukraine - for example, "On Chemical Safety and Management of Chemical Products" and "On Waste Management";
- introduction of a risk-oriented approach to inspections in the field of environmental protection. This will contribute to increasing the objectivity, transparency and impartiality of such inspections, their more effective and predictable conduct;
- optimal redistribution of the attention of the state supervision (control) body from less risky business entities to more risky ones.
