November 27 – 31, 2025. Rules for executing interbank payments have been updated

The President of Ukraine signed two laws: on the extension of martial law and mobilization from November 5 for another 90 days, namely:

  • Law on Approval of the Decree of the President of Ukraine “On Extension of Martial Law in Ukraine” No. 4643-IX ;
  • Law on Approval of the Decree of the President of Ukraine “On Extension of the Term of General Mobilization” No. 4644-IX .

The laws will come into effect on November 5 and will be in effect for 90 days, i.e. until February 3, 2026.

This is the 17th extension of martial law in Ukraine.

The Cabinet of Ministers of Ukraine supported the Ministry of Development and Trade’s draft law "On Safety and Interoperability of Railway Transport of Ukraine".

The document was created to adapt Ukrainian railways to European Union legislation and standards. Its goal is to increase traffic safety, ensure technical compatibility with the European system, and make Ukrainian railway transport part of a single European space.

The draft law provides for:

  • creation of a modern railway transport safety management system in accordance with EU requirements;
  • introduction of risk assessment and uniform rules of technical regulation;
  • new system of rolling stock maintenance and responsibility for its condition;
  • European standards for the admission of train drivers to work, as well as training and advanced training;
  • technical and operational compatibility of railway infrastructure with EU countries.

The adoption of the draft law is part of the implementation of Ukraine's obligations under the Association Agreement with the EU and the indicators of the Ukraine Facility initiative, which paves the way for multi-billion dollar financing from the EU and the World Bank.

DG MOVE and DG NEAR have confirmed that the document meets European requirements in the areas of safety, technical interoperability and licensing of railway undertakings. Together with the subsequent secondary legislation, it will allow for the full implementation of all EU legislation in these areas.

After approval by the Government, the draft law will be submitted for consideration by the Verkhovna Rada of Ukraine. It is expected that its provisions will come into force three years from the date of publication - this transition period is necessary for the industry to adapt to new standards.

The Ministry of Social Policy, Family and Unity developed a resolution that defines a unified mechanism for cooperation with international and national partners for additional financial assistance to socially vulnerable groups of the population.

The resolution was supported by the Cabinet of Ministers of Ukraine.

The adopted changes provide for:

  • assistance to vulnerable groups at the expense of international partners without additional appeal from recipients;
  • additional assistance is transferred immediately to the recipient's account by the partners in the manner and in the amounts established by them;
  • amount of additional assistance is not taken into account when calculating the total household income for the purpose of all types of social assistance.

It is worth noting that the Ministry's previous experience of cooperation with international partners in 2023-2025 allowed it to attract over UAH 5.1 billion and provide additional social support to over 1 million citizens.

The Cabinet of Ministers of Ukraine amended Resolution No. 37 of January 16, 2024, which determines the procedure for paying monetary compensation for unused vacation days in the event of the death of military personnel and police officers.

Previously, the families of the deceased were already entitled to compensation for all unused days of annual and additional leave, but the procedure did not cover all categories of military personnel and did not take into account cases of captivity, internment, or disappearance.

The following changes were made:

  • the circle of persons entitled to compensation has been expanded - it now applies to all military formations established in accordance with the laws of Ukraine, as well as state special-purpose bodies with law enforcement functions;
  • it is determined that compensation is also paid in cases of captivity, internment or disappearance;
  • the possibility of paying funds to a person designated by the servicemen themselves at their personal disposal (in the event of death, captivity or disappearance);
  • it is clarified that parents, spouse, children, and dependents are also entitled to compensation;
  • the procedure has been specified: an application is submitted by a family member, and the decision on payment is made by the commander or head of the institution within 15 days after receiving all documents.

The Cabinet of Ministers of Ukraine has adopted a resolution that establishes rules for the gambling business. Its main goal is to protect people from gambling addiction .

The resolution obliges gambling organizers to:

  • monitor the player's behavior. If signs of severe addiction are noticed, the game for this person is stopped, but the winnings are paid out;
  • block access to the account at the player's request. After this, replenishment of his account and further participation in the game will become impossible;
  • prevent players from playing without setting time and spending limits, and monitor that they do not exceed the specified limits;
  • regularly remind players in their personal accounts how much they have already played and how much they have spent - with the option to continue or stop the game;
  • advise on gaming addiction;
  • inform about the risks of gambling addiction and responsible gaming in halls and on websites.

For the first time, the definition of pathological and problem gaming behavior has been established at the regulatory level. Clear criteria will allow for timely response to dangerous changes in a player's behavior before the problem becomes clinically significant.

The Cabinet of Ministers of Ukraine has adopted a number of resolutions developed by the Ministry of Economy, Environment and Agriculture, which significantly strengthen support for Ukrainians in need of employment.

Among the decisions made:

Strengthening support for war veterans.

In particular, employment opportunities and social adaptation of veterans have been expanded:

  • maximum level of remuneration for veterans involved in socially useful work has been increased to two minimum wages (16,000 UAH);
  • employers who employ war veterans during martial law for at least one year upon referral from the employment center will be compensated for 100% of labor costs (but not more than 1.5 times the minimum wage) for 6 months;
  • veteran support specialists will have the right to submit an application for unemployment status on behalf of a veteran (with their consent), and will also assist with submitting documents for grants, training, and vouchers;
  • providing individual support with the consent of war veterans during employment from the date of employment to provide consulting support or resolve possible employment-related issues;

Expanding opportunities for involvement in community service.

From now on, not only in front-line areas, but also throughout the country, people of retirement age can be involved in community service work until they reach the age of 70 (with their consent) to provide assistance to people with disabilities, senior citizens, and other persons who are unable to move independently and require external care.

Creation and maintenance of a Unified Register of Qualifications.

The Unified Register of Qualifications is a modern electronic platform that will contain systematized information about qualifications, professional standards, qualification centers, accreditation experts, etc. Access to the Register will be free and open.

  • Citizens will be able to find addresses of qualification centers, requirements for professions, and opportunities for professional growth.
  • Employers — use data for recruiting personnel, creating job descriptions, and planning employee development.

Experimental project proactive support for the unemployed.

The Government is changing the logic of supporting citizens who have lost their jobs. From now on, the State Employment Service will be able to offer employment assistance to a person who has lost his job and has not worked for more than 2 months. And for this, there will be no need to contact the employment center in person. Career counselors will contact the person themselves and offer assistance in finding a job or provide other employment service services - so that Ukrainians who have lost their jobs can return to the labor market.

The National Bank of Ukraine, by its Resolution No. 130 of October 24, 2025 “On Amendments to the Instructions on the Execution of Interbank Payment Transactions in Ukraine in the National Currency”, updated the procedure for executing interbank payment transactions in Ukraine in the national currency through the Electronic Payment System of the National Bank (hereinafter - the EPS).

The regulator has established the obligation of EPS participants from April 1, 2026 to inform users (in the manner provided for in the contract), in particular:

  • the sending EPS participant must inform the payer that the payment transaction was executed using the EPS and its unique identifier (Unique End-To-End Transaction Reference ) (hereinafter - UETR);
  • the EPS participant receiving funds – inform the recipient of funds that the payment transaction was executed using EPS means and about its UETR;
  • the sending EPS participant – informs the payer about the rejection of the payment transaction by another EPS participant or the EPS processing center (with an indication of the reason) and about its UETR.

Such innovations will increase the transparency of payment transactions and make it possible to track the stages of their execution.

The Cabinet of Ministers of Ukraine has approved a draft resolution "On the Provision of State Guarantees on a Portfolio Basis in 2025", developed by the Ministry of Finance. The document provides for the provision of state guarantees in the amount of almost UAH 15 billion for 17 banks that have successfully passed the selection.

The maximum amount of state guarantees will be UAH 14.99 billion, which are distributed among 17 banks, namely: JSC Oschadbank, JSC Ukreximbank, JSC Ukrgasbank, JSC CB PrivatBank, JSC PUMB, Joint-Stock Bank Pivdennyi, JSC ProCredit Bank, JSC TASCOMBANK, JSC Bank Credit Dnipro, PJSC MTB Bank, JSC Poltava-Bank, JSC RADABANK, JSC Piraeus Bank ICB, JSC Creditvest Bank, JSC Altbank, JSC VST Bank, JSC A-Bank.

The draft resolution gives the Minister of Finance the right to conclude relevant transactions with banks participating in the program.
