The Ministry of Development of Communities and Territories of Ukraine, by Order No. 1491 of December 27, 2024, approved the Procedure for the functioning of the electronic document management system - electronic waybill.
The procedure defines the principles of the functioning of the electronic document management system - electronic waybill (e-waybill) in electronic form in the field of domestic freight transportation (e-waybill system).
The Procedure applies to participants in the pilot project to implement waybill in electronic form in the field of domestic freight transportation using the e-waybill system.
The e-waybil database operates 24 hours a day, seven days a week, except for the time required for scheduled preventive maintenance and unscheduled technical outages.
The e-waybill database contains the following information:
- date and place of preparation of the e-waybill;
- type of e-waybill depending on the type of cargo;
- unique e-waybill number (UUID);
- e-waybill internal number;
- e-waybill status;
- set of data on participants in freight transportation;
- vehicle data set:
- route data set:
- mass of the cargo unit - indicated by numbers gross mass in tons ;
- link (URL) to the e-waybill document stored on the electronic document management (EDM) platform.
In order to register users and gain access to their personal accounts, legal entities, individuals, and individual entrepreneurs conclude relevant agreements with EDM platform operators and determine on their part the person who will use the user's personal account on the EDM platform specified in the agreement.
The rules for user registration, their rights and obligations on the EDM platform are established by the EDM platform operator.
The Cabinet of Ministers of Ukraine introduced amendments to the Rules for Crossing the State Border, which are defined by the Resolution of the Cabinet of Ministers of Ukraine No. 57 of January 27, 1995, for certain categories of citizens of Ukraine. The corresponding amendments were approved by the Resolution of the Cabinet of Ministers of Ukraine No. 213 of February 25, 2025.
In particular, this applies to male citizens of Ukraine aged 18 to 60 who are traveling to transport medical cargo and humanitarian aid.
According to the changes, from now on, the departure of this category of citizens will not take place through registration in the Shlyakh system, as the Ministry of Community and Territorial Development and regional military administrations will not enter information about them into the system and will not make decisions about leaving Ukraine.
Currently, the passage of male citizens of Ukraine aged 18 to 60 who are traveling to transport humanitarian and medical cargo is possible if they meet the conditions for passage specified in items 21 , 26 , 29 , 214 and 220 of the Rules for Crossing the State Border by Citizens of Ukraine.
Thus, the following categories of men can cross the border to transport humanitarian and medical cargo if they have the appropriate documents that give them the right to cross the border during martial law:
- reserved for the mobilization period;
- recognized as unfit for military service due to health conditions;
- parents with many children;
- men who have a child under 18 years of age and a wife who are serving in the military;
- who are raising a child on their own;
- persons with disabilities;
- drivers of vehicles of business entities that have a license to conduct business activities in the international transportation of goods and passengers by road;
- other persons who fall under the above items.
The Verkhovna Rada of Ukraine adopted draft law No. 12375 on the recognition of educational results obtained by Ukrainian children abroad.
The draft law provides the Cabinet of Ministers with legal grounds to recognize the results of children's education abroad, with the exception of the aggressor state, as well as to recognize educational centers established abroad in the form of schools, Saturday/Sunday schools, and public organizations that provide educational services to our children abroad.
The Cabinet of Ministers of Ukraine adopted a resolution "On indexation of pension and insurance payments and additional measures to increase the level of social protection of the most vulnerable segments of the population in 2025."
Thus, from March 1, 2025, as in previous years, pension indexation will be carried out for all categories of pensioners.
This year, the indexation coefficient will be 11.5%.
Under such conditions, the average pension in Ukraine will increase from UAH 5,789 to UAH 6,345.
Expenditures for pension indexation will be carried out within the budget expenditures of the Pension Fund of Ukraine and funds provided for in the State Budget of Ukraine for pension provision for 2025.
The Verkhovna Rada of Ukraine adopted draft law No. 12439 as a basis "On Amendments to the Criminal Procedure Code of Ukraine to Improve Guarantees for the Protection of Business Entities during Criminal Proceedings."
The draft law, in particular, provides for:
- limiting the period of seizure of funds and accounts to two months, with the possibility of extension only in exceptional cases;
- clear deadline for returning property after the arrest is lifted – 30 days, which will make bureaucratic manipulations and delaying the process of returning assets impossible;
- possibility of video recording during searches, which makes it impossible to plant evidence and other abuses;
- access to pre-trial investigation materials and collection of evidence through temporary access to documents, which strengthens the ability of businesses to defend themselves in court, etc.
The Verkhovna Rada of Ukraine passed bill No. 12328-e "On Amendments to the Tax Code of Ukraine Regarding Stimulation of Charity During Martial Law."
It provides for the stimulation of charitable assistance in favor of charitable organizations and individuals who suffered as a result of the armed aggression of the Russian Federation during the period of the legal regime of martial law.
The draft law proposes, by the end of the calendar year in which martial law is terminated, to provide corporate income tax payers with the opportunity not to include in their taxable income charitable assistance provided to charitable organizations in an amount not exceeding 8% of the taxable income of the previous reporting year (currently, the limit is 4%).
In addition, the project intends to equalize the tax consequences of personal income tax taxation of charitable assistance in monetary and non-monetary forms.
The National Bank of Ukraine, within the framework of implementing its oversight function, based on the results of monitoring activities in 2024, determined a list of important payment infrastructure facilities in Ukraine.
The only systemically important payment system, as in previous years, was the Electronic Payment System (EPS) of the National Bank of Ukraine.
Five payment systems are classified as important payment systems, namely:
- MasterCard, MasterCard International Incorporated, USA;
- Visa, Visa International Service Association, USA;
- PrivatMoney, JSC CB PrivatBank, Ukraine;
- NovaPay, NovaPay LLC, Ukraine;
- Financial World, Ukrainian Payment System LLC, Ukraine.
Also, based on the results of 2024, three important technological operators of payment services were identified: AC DC PROCESSING LLC, Ukrainian Processing Center PrJSC, and TAS LINK LLC.
The division of payment infrastructure facilities into categories of importance is carried out by the regulator in accordance with international practice to increase their reliability and efficiency, as well as bring their activities into line with international oversight standards .
Increased requirements have been established for important oversight objects regarding business continuity, management and organization of activities, risk management systems, etc.
The Cabinet of Ministers of Ukraine approved clear technical requirements that state agencies would determine during tender purchases of Internet services from providers.
Every administrative services center (ASC), hospital, and any municipal facility must provide employees and visitors with uninterrupted access to the Internet during blackouts .
From now on:
- providers must provide government agencies with the Internet, which works uninterruptedly during power outages;
- Internet speed will depend on the number of employees and visitors to the organization:
- up to 20 users — at least 100 Mbps
- 20-100 users — 500 Mbps
- more than 100 users — 1 Gbit/s;
- institutions with 100+ people must sign a contract with two providers to have a backup Internet connection in case of emergencies;
- Open Wi-Fi zones will be deployed in each facility in waiting and service areas for citizens. This way, Ukrainians will be able to use stable internet if it disappears at home.
