The State Tax Service of Ukraine by Order No. 1119 of November 24, 2025 adopted the Code of Ethical Conduct for Civil Servants of the State Tax Service of Ukraine.
The document defines the basic ethical principles and rules of conduct for tax authorities' employees - both in interaction with other state bodies, taxpayers, and citizens, and outside of working hours.
The Code is also designed to ensure equal conditions of service and create a working environment in which all employees of the State Tax Service and its territorial bodies have the same rights and opportunities.
The Code contains the following sections:
- ethical principles of behavior of civil servants;
- responsibilities and powers of management and employees;
- principles of integrity;
- integrity assessment criteria;
- rules on the use of official powers and resources;
- requirements for the preservation of official information;
- procedure for information exchange;
- standards of communication with people with disabilities;
- response to violations and liability.
In the event of non-compliance with the Code, heads of tax authorities are obliged to promptly stop the violation, eliminate its consequences, hold those responsible accountable, and report the incident to the authorized unit.
If signs of a criminal or administrative offense are visible in the actions of an employee, management must inform the relevant unit for further appeal to the authorities authorized to counter corruption.
The Cabinet of Ministers of Ukraine has extended the validity of forest management materials important for the development of forestry, rational use and restoration of forests, and the work of forest farms. The Cabinet of Ministers adopted the relevant decision at its meeting on November 28, 2025.
Forest management is a set of works to collect, analyze, and update data on the state of forests. Forest management materials include, in particular, tax inventories, felling funds and restoration funds, materials on the division of forests into categories and the allocation of especially protective forest areas, etc. By law, repeated basic forest management is carried out every 10 or 20 years, depending on the area of forests. Currently, some of the materials approved more than 15 years ago have formally lost their validity. But it is impossible to update them due to hostilities, occupation, destruction of documentation and difficulty in accessing the territories. This created a risk of stopping forest farms, in particular, the harvesting of wood, which is critically important for defense, the population, and industry.
The document approved by the Government will avoid stopping the work of forestry enterprises and will ensure the possibility of issuing permits for timber harvesting (logging tickets) in regions where the documents were supposed to expire in 2025–2026.
The amendment makes the following changes:
- in regions without hostilities, forest management materials continue to be valid until January 1, 2028;
- for territories of hostilities and temporary occupation, the materials remain valid for the entire period of martial law and for two years after its end.
The Cabinet of Ministers of Ukraine adopted a decision on preventing deforestation and forest degradation in accordance with European requirements. The relevant resolution “On Implementation of Pilot Project on Implementation of European Union Legislation on Preventing Deforestation and Forest Degradation” was adopted on November 28 at a regular meeting. The document was prepared by the Ministry of Economy and is aimed at fulfilling EU requirements for access of Ukrainian wood and wood products to the European market.
This is the first step towards full harmonization of Ukrainian legislation with Regulation (EU) 2023/1115, which establishes requirements for confirming the legal and sustainable origin of timber products. Namely, that the harvesting of timber and the manufacture of products from it is legal and has not led to deforestation and forest degradation.
To implement the decision, the Government is launching a pilot project - an electronic exporter's account as part of the Unified State System for Electronic Timber Accounting.
Through it, companies will be able to:
- confirm the origin of the wood;
- provide geographical coordinates of harvesting areas;
- form the documents necessary for export to the EU.
This will allow the timber to be traced from the point of harvest to the point of export and will make it impossible to participate in the market for illegally harvested raw materials.
The decision also complies with Ukraine's European integration obligations in the field of forestry and sustainable management of natural resources.
The pilot project will last two years. Based on its results, the Ministry of Economy will prepare a report and proposals for improving legislation to fully implement EU requirements.
The Cabinet of Ministers of Ukraine approved amendments to the appendix "Proportions for Distribution of a Single Contribution for Mandatory State Social Insurance" to Resolution of the Cabinet of Ministers of Ukraine No. 675 of November 26, 2014.
From now on, the proportions of the distribution of SSC in 2026 remain unchanged
The Cabinet of Ministers decided to maintain the current proportions for the redistribution of the EUC between funds:
- in case of unemployment;
- for mandatory state pension insurance.
This means that the rules that were in effect in 2025 will continue to apply in 2026, without additional adjustments for taxpayers;
The resolution also provides for the allocation of part of the SSC for pension insurance for the non-working spouse of a diplomatic service employee if he or she is abroad in connection with a long-term diplomatic mission.
This will ensure that such individuals have their insurance experience properly credited, despite their temporary inactivity and stay abroad.
The Ministry of Justice of Ukraine, by Order No. 3168/5 of November 18, 2025, resumed the publication of information from the Unified State Register of Legal Entities, Individual Entrepreneurs, and Public Organizations in the form of open data.
The decision was made in accordance with Law of Ukraine No. 4576-IX of August 21, 2025, which determines the features of providing information from public electronic registers held by the Ministry of Justice, as well as other public electronic registers. Access will be restored according to the list approved by Order of the Ministry of Justice No. 897/5 of March 28, 2016.
The order also amended document No. 423/5 dated January 31, 2023, which excluded mention of the Unified State Register of Legal Entities, Individual Entrepreneurs, and Public Organizations.
The State Enterprise "National Information Systems" has been tasked with ensuring the technical implementation of the restoration of the publication of open data sets.
The document enters into force two months after the date of entry into force of Law of Ukraine No. 4576-IX.
The Ministry of Economy, Environment and Agriculture of Ukraine, by letter No. 4701-05/78565-09 dated November 17, 2025, provided clarification regarding the right of employees to additional social leave under Article 19 of the Law of Ukraine "On Leave".
According to Part 1 of Article 19 of Law No. 504, the right to an additional annual paid leave of 10 calendar days is granted to:
- one of the parents who has two or more children under the age of 15;
- one of the parents of a child with a disability;
- adoptive parents;
- mother (father) of a person with a disability since childhood of subgroup A of group I;
- single mother/father;
- guardians and foster parents.
The Ministry of Economy drew attention to the fact that the right to additional social leave does not arise during the period when the employee is on leave to care for a child under three years of age.
The legislation does not allow the simultaneous granting of two vacations in the same period.
The right to social leave arises only from the moment the employee actually starts work.
The Cabinet of Ministers of Ukraine amended Resolution No. 410 "On Contracts for Medical Care of the Population under the Medical Guarantees Program" and adjusted the rules for concluding contracts under the medical guarantees program.
The changes are aimed at improving the mechanism for confirming the availability of medical service locations.
From now on, healthcare institutions will independently confirm the compliance of their premises with accessibility requirements for persons with disabilities and other low-mobility population groups, in particular in terms of providing interpretation into Ukrainian sign language in accordance with current legislation.
In addition, it is possible to determine the order of submission of proposals for different categories of medical service providers. Announcements on the selection of providers under the medical guarantees program may determine the order of submission of proposals between business entities that are part of a capable network of healthcare institutions, defined by Resolution of the Cabinet of Ministers of Ukraine No. 174 of February 28, 2023, and other entities.
The changes also provide greater legal certainty in the field of contractual relations: duplication of functions between participants in the contract conclusion process has been eliminated, the areas of responsibility of each party have been clarified, and a transparent, balanced mechanism of interaction between the National Health Service of Ukraine and medical service providers has been created.
The Cabinet of Ministers of Ukraine has amended the relevant resolutions on the creation and maintenance of registers, implementation of customs control and official control measures, developed by the Ministry of Finance.
The decision ensures the updating of open customs data, as well as contributes to the implementation of effective control over the movement of goods across the customs border of Ukraine. The goal is to make customs more transparent and convenient for business.
Key changes:
- the mechanism for creating and maintaining a register of central and regional sorting stations has been approved;
- the list of open data sets managed by the State Customs Service has been updated;
- the procedure for publishing depersonalized analytical and statistical information in the field of customs has been updated;
- the procedures for photo and video recording during customs control have been clarified;
- the list of goods subject to official control when imported into the customs territory of Ukraine has been updated.
The changes are aimed at implementing the norms of the Customs Code of Ukraine, as well as updating and harmonizing Government decisions in the field of open data, organization of customs procedures, and official control measures.
