January 12 – 16, 2026. New procedure for apostille affixing on official documents approved

The Cabinet of Ministers of Ukraine has supported the launch of a pilot project that will help calculate the cost of providing public services and create a unified calculation system.

A special digital calculator will be created on the Diia portal for calculations. Employees of ASCs and state agencies will enter data into the system about the resources spent on providing the service. The calculator will automatically calculate the cost using the updated formula.

The pilot project under the State Anti-Corruption Program will cover 18 popular paid services. Among them are marriage registration, passport and driver's license issuance, registration of place of residence, and others.

The collected data will be analyzed. This will allow proposing changes to the legislation to determine a unified methodology for calculating the administrative fee, based on real data.

On January 13, 2026, the Verkhovna Rada of Ukraine adopted in the second reading and as a whole the draft Law on the Basic Principles of Housing Policy, registration No. 12377.

The Law:

  • establishes the basic legal, economic and organizational foundations of housing policy; principles, priorities and tasks of the state in the field of housing relations; requirements for consumer quality of housing; mechanisms of state support for the construction, purchase and rental of housing; the procedure for the formation and use of state, municipal and private housing funds; powers of state authorities and local self-government bodies in the field of housing policy;
  • defines key terms (housing, housing stock, affordable and social housing, temporary housing, operators of affordable and social housing, revolving fund, etc.); mechanisms for implementing the right to housing; the range of persons who can benefit from state support; the procedure for providing social and service housing; the conditions of operation of operators of affordable and social housing; rules for managing, maintaining and renovating the housing stock;
  • introduces the Unified Information and Analytical Housing System; financial and credit mechanisms to support the construction, purchase and rental of housing; revolving funds to finance housing programs; public-private partnership instruments in housing construction; mechanisms for comprehensive renovation of outdated housing stock; new approaches to strategic planning of housing policy (state, regional and local strategies).

In addition, the provisions of the Law determine the basis for the formation of housing policy, taking into account the standards and norms of the guiding documents of the European Union and Article 47 of the Constitution of Ukraine, and also create a favorable legal framework for attracting assistance from international organizations and donors to form housing funds.

The Law declared the Housing Code of Ukraine and the Law of Ukraine "On Privatization of the State Housing Fund" to be invalid.

The Cabinet of Ministers of Ukraine has extended the deadline for submitting applications for exemption from export duties on soybeans and rapeseed for certain categories of agricultural producers until February 1, 2026. The relevant resolution was adopted on January 12.

The decision was made to give farmers additional time to submit applications for the export of soybeans and rapeseed and to enter data on sown areas and yields into the State Agrarian Register. It is these data that are the basis for applying the benefit.

The need to extend the deadline is due to the fact that the Procedure for Monitoring Compliance of Export Volumes with SAR Data came into force only on December 10, 2025, so some manufacturers did not have time to submit documents by the previous deadline - January 1, 2026.

The New Procedure provides for monthly monitoring of the compliance of the actually exported volumes of soybeans and rapeseed with the data entered into the SAR. In case of inconsistencies, the Chamber of Commerce and Industry of Ukraine cancels the expert opinion that gives the right to the benefit.

This approach ensures that only those exporters who have grown the products themselves receive exemption from export duties.

The funds, in particular, will go to a special fund of the state budget and will be directed to support frontline territories, the development of agro-processing, greenhouse farming, horticulture, and insurance of war risks.

The Ministry of Economy, Environment and Agriculture of Ukraine and the Food and Agriculture Organization of the United Nations (FAO), with the financial support of the Government of Norway, are launching a program to support rural communities in frontline regions with a total budget of 4 million US dollars.

The project will be implemented in Chernihiv, Dnipropetrovsk and Mykolaiv regions and will cover over 6,000 rural households. Priority support will be provided to the most vulnerable families and farmers, including internally displaced persons and people who have returned home.

The assistance is aimed at ensuring food production and creating conditions for farmers to resume profitable activities related to growing crops and raising livestock. The program will also help restore access to agricultural lands contaminated by explosives (Mykolaiv region).

The program provides for:

  • provision of vegetable and potato seeds to over 4,000 rural households;
  • support for about 1,900 households engaged in livestock farming, including the provision of kits of daily-born young poultry, as well as cash assistance for feed and veterinary services;
  • individual support for small farmers registered in the State Agrarian Register, including in the form of greenhouses, irrigation and water storage systems, vouchers, and technical assistance.

The Ministry of Justice of Ukraine has approved a new procedure for affixing an apostille to official documents intended for use in the territory of other states. The relevant order of the Ministry of Justice No. 3177/5 of November 20, 2025 will enter into force on February 1, 2026, but not earlier than its official publication.

From the date of entry into force of the new procedure, the Procedure for affixing an apostille by the Ministry of Justice of Ukraine to official documents intended for use in the territory of other states, approved by Order of the Ministry of Justice of Ukraine No. 2268/5 of November 11, 2015, as well as Order of the Ministry of Justice of Ukraine No. 2452/5 of November 30, 2015 "On Approval of the Procedure and Forms for Submitting Information on Samples of Signatures, Seal Impressions and/or Stamps", shall cease to be valid.

The new procedure stipulates that apostilles are affixed using the software tools of the Electronic Apostille Register. In addition, it regulates the filling of the Electronic Apostille Register with samples of signatures of officials, impressions of seals and/or stamps, as well as information on public key certificates.

The following information is entered into the register:

  • the Ministry of Justice of Ukraine – regarding officials of the Ministry of Justice;
  • territorial bodies of the Ministry of Justice - regarding officials of departments of state registration of civil status acts, state registrars of legal entities, individuals - entrepreneurs and public organizations, as well as notaries;
  • The State Archival Service of Ukraine – regarding officials of archival institutions and the State Archival Service of Ukraine;
  • by courts – regarding judges.

It has been established that the affixing of an apostille or refusal to affix it is carried out within a period of up to three working days, the course of which begins on the day following the registration of the application in the Electronic Register of Apostilles.

The new order also regulates the following procedures:

  • acceptance of documents for affixing an apostille;
  • document review;
  • issuance of review results;
  • obtaining information from the Electronic Register of Apostilles about the affixed apostille.

The fee for providing apostille services is charged in the amount corresponding to the subsistence minimum for able-bodied persons established by law as of January 1 of the calendar year in which the relevant documents for apostille are submitted, and is rounded to the nearest 10 UAH.

Since the Law of Ukraine "On the State Budget of Ukraine for 2026" establishes a subsistence minimum for able-bodied persons in the amount of 3,328 UAH, from January 1, 2026, the fee for affixing an apostille is:

  • for individuals (0.2 subsistence minimum) – 670 UAH;
  • for legal entities (0.35 of the subsistence minimum) – 1160 UAH.

The Cabinet of Ministers of Ukraine, by its Resolution No. 1805 of December 31, 2025 “Some Issues of Providing State Assistance to Families with Children”, approved a new procedure for providing assistance at the birth of a child and set out in a new edition the procedure for assigning and paying state assistance to families with children, provided for by the Law of Ukraine “On State Assistance to Families with Children” (as amended by Law of Ukraine No. 4681-IX of November 5, 2025 “On Amendments to Certain Laws of Ukraine on Supporting Families with Children and Creating Conditions that Facilitate the Combination of Motherhood (Paternity) with Professional Activity”).

The Resolution, in particular, stipulates that assistance:

are appointed upon application by the mother or other legal representative with a corresponding application in the form approved by Resolution of the Cabinet of Ministers of Ukraine No. 765 of June 25, 2025 “Some Issues of the Assignment and Payment of State Social Benefits, Social Scholarships by the Bodies of the Pension Fund of Ukraine”.

The application is submitted to the Pension Fund of Ukraine body in paper or electronic form using the web portal of electronic services of the Pension Fund of Ukraine, the mobile application of the Pension Fund of Ukraine (subject to technical implementation).

Payment of benefits in connection with pregnancy and childbirth, benefits for caring for a child until he or she reaches one year of age, and benefits for caring for a child "yeYasla" is made to the recipient to the current account with a special use mode specified in the application for the provision of benefits, to which the electronic payment instrument "Diia.Card" has been issued, opened at an authorized bank.
