The Cabinet of Ministers of Ukraine approved the draft resolution "Some Issues of the Implementation of the Experimental Project on the Introduction of the Urban Cadastre at the State Level".
Modern and complex approaches to reconstruction processes are needed for the large-scale restoration of Ukraine. The key factors of high-quality, long-term and rapid recovery are transparency, automation and unification of all its processes.
The launch of the Urban Cadastre at the state level will make it possible to significantly increase the level of quality of development of urban planning documentation. It will help strengthen the capabilities of rural and settlement communities in the development of digital documentation.
In particular, the cadastre provides support services for the development, verification of draft documents, as well as their preservation in a single register. An electronic office of the Cadastre user has also been introduced.
The Ministry of Infrastructure has been designated as the coordinator of the experimental project.
It is planned that the operation of the Cadastre will begin one month after the date of entry into force of the resolution.
The Cabinet of Ministers of Ukraine adopted a resolution regulating the issue of registration of cars imported as humanitarian aid.
With the entry into force of the resolution, it will be possible to:
- carry out state registration of vehicles imported into Ukraine as humanitarian aid (currently only temporary state registration is possible with appropriate restrictions on the transfer and use of vehicles);
- carry out the departure of vehicles that are on temporary state registration abroad for the transportation of humanitarian goods and to perform other tasks (currently, the departure of such vehicles abroad is prohibited);
- provide a clear mechanism for deregistration of a vehicle in connection with a transfer by a recipient of humanitarian aid to a recipient of humanitarian aid, a change in the recipient of humanitarian aid (currently such a transfer is not possible);
- scrap (write-off) vehicles that are on temporary registration, in case of their destruction or unfitness for further operation (at the moment, scrapping of humanitarian vehicles is not provided for);
- introduce a clear list of conditions and grounds for temporary registration of vehicles imported into Ukraine as humanitarian aid.
Implementation of the resolution will ensure full and effective use of vehicles imported to Ukraine as humanitarian aid, in accordance with their purpose.
The Cabinet of Ministers of Ukraine adopted a resolution that provides for changes to the Regulation on the border regime in order to bring it into line with Law of Ukraine No. 3633-IX "On Amendments to Certain Legislative Acts of Ukraine Regarding Certain Issues of Military Service, Mobilization, and Military Registration".
The adopted resolution makes changes to the Regulation on the border regime for the proper implementation of the current Ukrainian legislation.
In particular, the changes oblige male citizens of Ukraine aged 18 to 60 years to carry a military registration document (in paper or electronic form) and present it during mobilization (except for targeted mobilization) and/or during martial law at the request of a representative of the State Border Service of Ukraine in the border line and the controlled border area.
The National Bank of Ukraine, by Resolution No. 99 of August 6, 2024, introduced a new method of on-site supervision – in-depth analysis. In particular, it provides for a complex, comprehensive analysis of documents, information, and data in order to identify the presence/absence of the fact that the facility conducts on-site supervision of activities for the provision of financial or limited payment services, or services that have the characteristics of a financial service, a limited payment service without authorization
The National Bank also defined a list of decisions that can be made based on the results of an in-depth analysis.
The procedure for conducting an in-depth analysis is provided for by changes to:
- Regulations on the implementation by the National Bank of Ukraine of non-residential supervision on the payment market of non-bank payment service providers, providers of limited payment services, approved by Resolution of the Board of the National Bank of Ukraine No. 60 of May 5, 2023;
- Regulations on on-site supervision of the provision of financial and accompanying services, approved by Resolution of the Board of the National Bank of Ukraine No. 162 of December 14, 2023.
The Cabinet of Ministers of Ukraine adopted a decision to enable foreign companies and organizations operating on the territory of Ukraine through separate divisions and permanent representative offices to acquire the right to conduct business activities related to the construction of facilities.
Corresponding changes are made to Resolution of the CMU No. 314 of March 13, 2022. They relate to the construction of objects that belong to objects with medium (СС2) and significant (СС3) classes of consequences.
The right to construction activity will be granted by submitting a declaration of economic activity to the licensing authority free of charge without the need to obtain a license for the construction of objects.
The corresponding norm will be in force during the martial law.
The adoption of this act will make it possible to improve the regulatory and legal regulation of the activities of foreign companies in Ukraine. In particular, it will enable representative offices of Polish companies in Ukraine to carry out work on the arrangement of checkpoints on the Ukrainian-Polish border.
Such works are planned as part of the implementation of the Agreement between the Government of Ukraine and the Government of the Republic of Poland on the provision of a loan on the terms of related aid dated September 9, 2015.
Cabinet of Ministers of Ukraine by Resolution No. 871 made changes to the Procedure for granting grants for the establishment of horticulture, berry growing and viticulture and to the Procedure for granting grants for the establishment or development of a greenhouse economy.
The document was prepared by the Ministry of Agrarian Policy and Food of Ukraine.
Changes to the Procedure for providing grants for horticulture and viticulture is primarily aimed at improving the work of winemakers and restoring the grape and wine industry.
Changes to the Procedure for providing grants for the establishment of horticulture, berry growing and viticulture provide, in particular:
- extended list of regions for growing stone fruits. The total area for planting peaches, apricots, sea buckthorn, raspberries, currants, gooseberries, blackberries, and currants has been increased by reducing the total area planted under blueberries and blueberries;
- specified period during which the recipient of the grant for garden is obliged to create the appropriate number of seasonal jobs;
- requirement to install an irrigation system and water intake for grapes is excluded.
This Resolution also expanded the circle of potential recipients of grants for the garden and greenhouse, in particular, who:
- stay and conduct economic activities in the territories of active hostilities, where state electronic information resources function;
- carry out production (without the addition of alcohol) and/or sale of grape wines, fruit and berry wines, honey drinks.
